Yesterday’s top watch item landed. The Politburo met on the 30th, chaired by Xi Jinping, and set the Fifth Plenum of the 20th Central Committee for October — with an agenda that should make anyone watching the purges sit up. The stated theme is the party’s “full and rigorous self-governance,” not the five-year plan that fifth plenums traditionally handle. This is the last plenum before the 2027 Party Congress, and pre-congress plenums are historically where discipline cases get ratified; the closest precedent is October 2016, when a similarly discipline-themed plenum preceded the 2017 congress.[24][25][26][28]
The party’s personnel story sharpened on two other fronts. On the 28th, Premier Li Qiang — not Xi — led the 50th-anniversary Tangshan earthquake commemoration, breaking a precedent of top-leader attendance that runs back through Xi at the 40th, Hu Jintao at the 30th, and Jiang Zemin at the 20th. Xi stayed in Beijing hosting Slovakia’s president, and his chairing of the Politburo meeting two days later cuts hard against incapacity readings — but the protocol departure is real and collection-worthy.[30][31] Meanwhile the CSRC purge line extended again: the CCDI announced a probe of Hou Wailin, the securities regulator’s longtime Guangdong bureau chief, on the 30th.[33]
At sea, the east-of-Taiwan pressure campaign is now the through-line: Taiwan logged 55 PRC coast guard and research-vessel sightings in June against 30 in May, and Washington answered in-window by publicizing — deliberately, and for the first time — joint sailing between a US Coast Guard cutter and a Taiwan CGA frigate.[1][3] Satellite imagery disclosures show PLA strike-rehearsal mock-ups now include Japan’s Yokosuka naval base alongside Taiwan’s Presidential Office and Suao.[49] Army Day is roughly 48 hours out. The Beijing reception is the proof-of-life event for a CMC thinned to a skeleton, and the pre-Army Day promotion window is still empty.
