The PLA chose the eve of Army Day to break the lull. Taiwan’s MND logged 27 aircraft sorties with 22 median-line crossings in the 24 hours to 0600 local on the 31st — after 8 sorties on the 29th and 12 on the 30th, a three-day ramp with the eastern ADIZ entered every day of it.[48][49][50] The same morning, the China Coast Guard announced formation patrols in the waters east of Taiwan while Taiwan’s CGA tracked two CCG cutters off Taitung — the east-of-Taiwan campaign now being normalized from both directions at once, days after Washington’s Midgett disclosure pushed back from the other side.[1][2][5]
The party’s discipline story tightened into a single through-line. The October Fifth Plenum, announced Thursday, will take up “full and rigorous self-governance” — and the calendar explains why: the five-year plan was already handled at last October’s Fourth Plenum, which, worth remembering, also expelled ten Central Committee members in the same session. The Fifth is free for governance, and pre-congress plenums are where purge outcomes get ratified.[27][29][30][31] Then on Friday morning — Army Day eve — Xi used a Politburo group study session to demand a deeper anti-corruption fight in the military specifically, telling the room “the barrel of the gun must always obey the party’s command.”[41][42] From plenum agenda to PLA study session in under 48 hours, the message is discipline.
Rounding out the window: SAMR chief Luo Wen was named Hebei party secretary on the 31st — the province that hosts Xi’s flagship Xiong’an project — with incumbent Ni Yuefeng’s next post conspicuously unspecified.[34][36] In Manila, the Ayungin “provisional understanding” is now openly contested, with the National Maritime Council publicly rejecting the PRC ambassador’s characterization of it.[7] And the Beijing Army Day reception — the proof-of-life event for the thinned CMC and for Dong Jun — had produced no coverage by this brief’s cutoff. It is now hours away.
